AGENDA ITEM 7.4 ESTABLISHMENT OF PARISH COUNCIL AIMS
1. REPORT
1.1 Council adopted this time last year a set of Parish Council Aims for the year. Your Chair has
reviewed these and proposes that the Aims be amended as shown in the Appendix (proposed
revised wording shown in brown italics).
2. RECOMMENDATION
2.1 That members consider the adoption of the appended Draft Council Aims.

APPENDIX
PARISH COUNCIL AIMS 2021 – 2022
These aims are in no particular order of priority and cover many of the areas we, as a Parish
council, deal with on a regular basis.
The aims also include items that are specific to the Council itself.
This is very much a summary and an overview of the areas we as a council aim to maintain and
pursue over the year (in addition to our standard duties).
1. PARISH COUNCIL MEETINGS
To continue to hold meetings as per the published agreed annual schedule, to encourage resident
attendance either in person or online (depending on National Guidance) and to continue to publish
Parish council meeting minutes as required.
2. NEIGHBOURHOOD PLAN
To facilitate and support the Neighbourhood Plan Steering Group in developing the Neighbourhood
Plan over the next year. To work towards a Neighbourhood Plan that is acceptable to the Parish and
that will help protect Pickmere village and form a clear vision for its future, where planning issues
are to be considered in line with UK and Cheshire East policies.
3. PLAY AREA DEVELOPMENT
The Council working group will continue working on a plan to refurbish/redevelop the play area on
Clover Drive. The group will look to engage the local community in this task and will explore ways of
funding any proposed development.
4. ROAD REPAIRS/MAINTENANCE
To continue monitoring, reporting and working with our Ward Councillor Kate Parkinson to address
the worsening state of the roads in and around Pickmere. To challenge CE to improve the roads in a
sustainable way so that the area is safe for all road users around Pickmere. This includes monitoring
use of the roads by unsuitable vehicles.
5. HS2
To maintain our stance of objecting to the development of HS2 and the impact it will have on
Pickmere and the wider community. To continue to monitor developments and attend the relevant
meetings and challenge the development of HS2. To work with other councils on this process where
possible.
6. SPINKS LANE
To continue to challenge the unlawful development in the Green Belt surrounding Pickmere through
a variety of means.
7. ASSET MAINTENANCE
To continue monitoring the various Council property assets around Pickmere, to continue with
maintenance schedules already in place and develop new schedules as required. To resolve urgent
asset repairs as required.

8. BUILDING MAINTENANCE
To monitor the buildings (Village Hall and IROS pavilion) within the control of the Parish Council and
maintain these buildings (inside and out) through cleaning and via repairs if required and renovation
where desirable. To make a decision as to the future of the Village Hall and Pavilion in order to be
able to decide on appropriate strategies for their maintenance and the enhancement of the Council’s
built assets.
9. NEW VILLAGE SIGNAGE
To look at make a decision as to the provision of new signage for the village, bringing a sense of pride
to the village and potentially to use the signage as a form of traffic calming.
10. COMMUNITY SPEEDWATCH
To continue developing and training a Community Speedwatch team that will regularly monitor
traffic flow through village speeding hotspots and to liaise with the Cheshire Police and our PCSO to
facilitate this training.
11. CAR PARKING AND ROAD MARKING
To continue to liaise with Cheshire Police, our PCSO, our Ward Councillor Kate Parkinson, Cheshire
East and West, Wincham PC and local landowners over the issues related to parking and congestion
at the IROS field and in and around the village during peak times. To look for solutions to these
issues and to continue to liaise with residents about the development of such solutions.
12. PLANNING
To review planning applications and comment to Cheshire East where necessary.
13. LIAISING WITH LOCAL BUSINESS.
To develop a dialogue with local businesses to see how best the Parish Council can support them
and how they, in turn, can support the local rural economy and other village developments (such as
the emerging Neighbourhood Plan).
14. LIAISING WITH RESIDENTS VILLAGE GROUPS
To maintain an open and constructive dialogue with residents and village groups, through a variety
of methods (for example, through face-to-face engagement, emails, tabled Parish Council meeting
questions etc) and encourage positive and mutually beneficial joint working on village projects such
as asset maintenance and the emerging Neighbourhood Plan.
To meet with and develop further community links and to seek to engage residents’ groups in specific
projects in and around the village.
