4 REPORTS FROM CLERK AND FROM COUNCILLORS
4.1 Replacement of Parish Clerk and Responsible Financial Officer The Chair reported that
adverts for a replacement Clerk and Responsible Financial Officer were to be published shortly.
4.2 Parish Poll on proposed IROS fence The following was unanimously AGREED, the proposer being
Cllr Shore and the seconder Cllr Flannery:
The poll will be held on Tuesday 21st February 2023, between the hours of 4.00 pm and 9.00 pm, at
Pickmere Village Hall. The question to be posed will be “Do you support the need for a fence?” The
Clerk will act as Returning Officer and will be supplemented by an independent person (from outside
the parish) of his choosing. Both persons will be appropriately remunerated. The form of the ballot will
be similar in style to local elections. Potential voters will be required to be on the electoral register of
the parish and will have to provide proof of identity to the Returning Officer (in accordance with current
rules for local elections). The counting of votes will be carried out by the Returning Officer after the
vote closes. If the Council is appropriately requested, one representative of the local community will
be able to observe the count taking place. Appropriate notices of the poll will be published on the
Council’s noticeboards and website.
4.3 Holding of ‘Warm Space’ coffee mornings at the Village Hall Pickmere Residents
Association proposes to run coffee mornings on Wednesday mornings from January through to March
2023, between 10.00 am and 12 noon at the Village Hall. The Association has asked the Council whether
it would allow such use of the Village Hall at no cost. Members AGREED that the Hall would be made
available at no cost to the Association for a period which allowed feedback to be provided to the Council
meeting on 7th February as to numbers taking advantage of the events, etc. The Council’s position would
be reviewed at that time. At that meeting, Cllr Bold also hopes to provide an analysis of the costs of
running the Hall.
