REPORT TO PICKMERE PARISH COUNCIL

AGENDA ITEM 9.2 CEC GOVERNANCE REVIEW DRAFT PROPOSALS

1 BACKGROUND

1.1 At your July meeting members noted that CEC were carrying out a Governance Review in relation to the town and parish councils that the district contains. At that time, CEC indicated that the Review was unlikely to have any impact on Pickmere parish.

2. REPORT

2.1 On 3 September 2021, CEC launched a 12-week consultation period on its draft proposals. In relation to Pickmere, the draft report states as follows:

Based upon the evidence currently available, Cheshire East Council, on balance, considers that a community governance change would:
• NOT help to better reflect the local identities and interests of the community;
• NOT help to secure a more effective and convenient governance of the area.

In addition, the current and forecasted size, population and current boundaries support the recommendation to maintain the current governance.

Through the pre-consultation survey we received an individual representation, which requested a change outside the remit of a community governance review.

Cheshire East Council remains open to considering alternative recommendations and would welcome feedback about the perceived benefits and impacts of this option.

2.2 The individual representation referred to was a comment from a member of the public that essentially expressed dissatisfaction with the Council’s performance on detailed matters relating to the Village Hall and bore no relevance to the Governance Review.

3. RECOMMENDATION
