MINUTES of the EXTRAORDINARY MEETING OF THE PARISH COUNCIL
16th August 2022
PART A – PUBLIC AGENDA

2. MINUTES
2.1 Approval of Minutes The minutes of the extraordinary meeting of 2nd August 2022 were agreed.
2.2 Matters arising from minutes of 2nd August 2022 Nil
3. DECLARATION OF INTERESTS Nil
4. RESOLUTION TO EXCLUDE THE PUBLIC Following a brief explanation to members of the public
of the reason for excluding the public from the discussion to follow, Council RESOLVED that
members of the public should be asked to leave the meeting at this point to enable discussion of
confidential matters.
PART B – PRIVATE AGENDA
5. QUOTATIONS FOR ERECTION OF FENCING AT THE IROS
In the context of the decision to erect a fence that had been made at the August 2nd meeting (at
which members of the public were present and were able to speak in the Public Forum), and in the
light of obvious public interest in the topic, members again informally rehearsed the question of
the merits of erecting the fence proposed before going on to consider the agenda item and to
RESOLVE:
 Acceptance of the quotation from HB Agri Services at the price proposed, subject to the CEC
public rights of way officer being notified of the proposed construction and being permitted
14 days to comment on/respond to the proposal.
 That the proposed fence should be funded from the yet unallocated parts of the Council’s
earmarked financial reserves together with the balance from the Council’s General Fund.
 That any new signs be funded from the earmarked reserve for Enhancement of Property
Assets.
 In conjunction with the fence to commission a series of signs for erection on the fence and
gates, with further consideration being given to the detailed wording of such signs (and
consultation with Cheshire Police).

Members requested that items be included on the September Council agenda to discuss the
proposed protocol for opening/closing the IROS land and also the question of possible further
signage on the approach to the IROS.
The meeting closed at 8.25 p.m.
