REPORT TO PICKMERE PARISH COUNCIL

4th July 2023

AGENDA ITEM 9.2 COMMITTEES, SUB COMMITTEES AND WORKING GROUPS

1 REPORT OF CHAIR

1.1 During the last Parish Council Meeting it was decided that recommendations should be brought forth to the next Parish Council Meeting in relation to Committees, Sub Committees and working groups.

1.2 A committee would have a quorum of at least a third or the total membership of the committee or 3 whichever is the greater.

1.3 As there are many issues to be covered in the next 4 years it seems prudent for the Council to divide the workload amongst members and look for assistance from residents in making recommendations for the Council’s consideration.

1.4 The following Committees were identified.

1.4.1 Finance committee
1.4.2 Planning Committee
1.4.3 Public Services & maintenance Committee
1.4.4 Recreation, Leisure, Events and assets Committee
1.4.5 The Lake/Parking/ASB Task Force Committee.
1.4.6 Employment Committee (Recruitment/Remuneration/Appeals)
1.4.7 Neighbourhood Plan Steering Group

2 RECOMMENDATION

2.1 That Council agrees 3 individual councillors for each committee to take responsibility for the committee. Non-elected members of a committee would not have a vote.

2.2 That the responsible councillors bring to the next council meeting names of potential members and meeting schedule for discussion and consideration for approval by Council.

2.2 That a Draft Policy document is prepared on Committee delegation arrangement and terms of reference for each committee to allow Council delegation of its powers as permitted under the local Government Act 1972 s101 for discussion in Council.

2.3 Following the adoption of any new policies that Council approves the preparation of a new draft of its standing orders to reflect any changes.
