REPORT TO PICKMERE PARISH COUNCIL

AGENDA ITEM 9.1 YELLOW LINES IN THE VILLAGE

1. REPORT

1.1 Liaison with Cheshire East Council has continued with the aim of securing:

• Consideration of further parking restrictions to tackle excessive numbers of visitor to the village in summer months.
• The repainting of faded yellow lines on Park Lane.

1.2 On the former, the CEC officer responsible has written to say that he has included parking survey work and ‘optioneering’ as a result of the outcome of the surveys within his business planning for 2023-24. This would be a first step to generating a scheme of further parking restrictions.

1.3 On the latter, repainting existing yellow lines, a different CEC responsible officer has said that “as the area is under review and changes could be made” that repainting should remain on hold “until a conclusion to the requests of the new lines and area has been concluded…In terms of current renewals the sites are generated in collaboration with parking enforcement, they make a list each year of locations they have issues enforcing due to the current states of the line and this is how the highway authority then prioritises locations…as far as I am aware parking enforcement have no issues enforcing the current TRO. (sic)”

1.4 It was understood that CEC Cllr Kate Parkinson has control of a budget for highway repairs/improvements for her ward, which includes Pickmere, and Cllr Parkinson was also asked if moneys could be allocated from that budget to pay for repainting the yellow lines. Cllr Parkinson has responded that this is not possible because of the demands of other parishes in her ward where the parish precept is less than Pickmere’s; further,n Cllr Parkinson’s Ward allowance has been pre-allocated “to areas that are extremely in need and causing a danger to residents”.

2. RECOMMENDATION

2.1 That the report be noted and any action decided.
