AGENDA ITEM 9.3 COSTS TO BE CHARGED FOR INSTALLATION OF MEMORIAL BENCH

1. REPORT

1.1 Members will recall that an application was received several months ago for the placing of a memorial bench at the IROS. Council agreed that there was a location available – where one of the older metal benches had been damaged and removed – but that before proceeding with discussions with the current applicant, a previous applicant whose request for a similar bench had been refused some time ago because of the absence at that time of an appropriate location should be contacted to ask if that family was still interested in funding such a memorial.

1.2 Attempts have been made to contact the previous applicants but with no response, so that the current applicant’s proposal can now proceed.

1.3 In the meantime an up-to-date quotation has been received for provision of a similar bench to those installed in recent years, and the cost has increased to £1440 per unit, including plaque and delivery. Members agreed that it would be desirable to provide a concrete base for the bench, as this results in a tidier solution and simpler maintenance of the grass surrounding the bench. The cost of such installation is likely to be approximately £450, based on a slightly smaller quotation of several years ago. The total cost of the project is therefore approximately £1890.

1.4 This potential expense is substantial, although it is considered desirable to maintain the consistency of design of the benches now being provided one by one, and also to secure the benefits of a concrete pad under each bench. Accordingly it is proposed that the applicant be asked to fund the supply etc of the bench, but that Council funds the provision of the concrete base.

1.5 Clearly if members agree, such a policy should be consistently applied to any future such requests.

2. RECOMMENDATION

2.1 That members note the report and agree that Council should fund the provision of a concrete pad in this case, and in future similar cases, where such pads are considered desirable.
